Within the framework of PPEC 2011-2012, we presented 21 measures, of which 11 were approved by the ERSE, such as:

 


Energy Monitoring (Islands)

The autonomous regions of Madeira and Azores are penalized because of their island status, which is an obstacle for social, economical and environmental development. Therefore, through positive discrimination, this measure was envisioned for the beneficiaries located exclusively in these two regions, with the purpose of counteracting the difficulty in accessing funded measures, the lack of information and the higher costs associated with geographic distance.

This intangible measure consists of holding 20 programs to monitor the energy use by participants, including live training and disclosure of results, in order to identify the energy saving measures that result from adopting good energy practices and the awareness of energy efficiency;

100% funded by ERSE, so it is cost free for Participating Consumers;

Eligibility conditions:

  • Preferably, the eligible participants should have significant electric consumption, without being covered by the SGCIE - Sistema de Gestão dos Consumos Intensivos de Energia (Managements Systems of Intensive Energy Consumption). Occasionally, it may be possible to select companies that are covered by the SGCIE, but they should be medium-sized companies;
  • Companies in which the electric consumption is more than half of the total primary energy consumptions of the company (coefficients to be defined by the SGCIE);

Energy Monitoring (Industry)

The national energy regulations, namely those of SGCIE, establish the mandatory execution of energy audits in companies considered as intensive energy consumers. This classification is achieved through annual consumption, with a lower limit of 500 toe - tons of oil equivalent. However, for the companies that have lower consumptions but which are still significant in their cost structure, there is no legal provision to promote energy efficiency.

This intangible measure consists of holding 50 programs to monitor the energy use of companies of the industrial segment, including live training and disclosure of results, in order to identify the energy saving measures that result from adopting good energy practices and the awareness of energy efficiency.

100% funded by ERSE, so it is cost free for Participating Consumers;

Eligibility conditions:

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Preferably, the eligible participants should have significant electric consumption, without being covered by the SGCIE. Occasionally, it may be possible to select companies that are covered by the SGCIE, but they should be medium-sized companies;
  • Companies in which the electric consumption is more than half of the total primary energy consumptions of the company (coefficients to be defined by the SGCIE).

Energy Monitoring (Services)

The segment of buildings is responsible for the consumption of 40% of the final energy in Europe.

The national energy regulations, namely the SCE - - National System of Energy Certification and Indoor Air Quality, has established a new paradigm in the assessment and classification of the energetic performance and the comfort conditions of buildings.

This intangible measure consists of holding 50 programs to monitor the energy use of teaching institutions, including live training and disclosure of results, in order to identify the energy saving measures that result from adopting good energy practices and the awareness of energy efficiency.

100% funded by ERSE, so it is cost free for Participating Consumers;

Eligibility conditions:

  • Teaching institutions;
  • Preferably, the eligible participants should have significant electric consumption, meaning above 150 toe – tons of oil equivalent;
  • Teaching institutions in which the electric consumption is more than half of the total primary energy consumptions of the company (coefficients to be defined by the SGCIE);

Halogen bulbs instead of LED buElbs, for permanent use

This measure was approved by the ERSE and the objective is to installed LED bulbs instead of incandescent lighting (dichroic halogen bulbs), through direct exchange, allowing a reduction of 80% of electric energy consumption and in associated CO2 emissions, as well as a significant reduction in maintenance costs.

The scope of this interventions is related with the replacement of dichroic halogen bulbs in the tertiary sector, where the operation regime implies a continuous use.

Eligibility conditions:

  • C.A.E. of Trade & Services segment;
  • Goal of replacing existing lighting;
  • High use of lighting and other characteristics that allow to reach intended levels of energy saving;
  • The Limit of registry in MINIMIS support cannot be surpassed;

PPEC Contribution:
Co-participation of 33% of the global cost of Measure, according to the operation regime and characteristics of device;
Assessment of PPEC contribution, validated individually.

High pressure Vapour Lamps instead of Fluorescent Lamps

This measure approved by the ERSE intends to install high efficiency fluorescent lamps (system comprised by a lamp and a bulb) instead of high pressure discharge lighting, via direct exchange, to enable a reduction of approximately 50% in electric power consumption and associated CO2 emissions, as well as a significant reduction in maintenance costs.

There is also the objective of promoting and disseminating good practices of Energy Efficiency in the Industrial & Agricultural segment.

Eligibility conditions:

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Goal of replacing existing lighting;
  • Power of device and usage regime, that allows to achieve intended levels of energy savings;
  • The Limit of registry in MINIMIS support cannot be surpassed;

PPEC Contribution:

  • Co-participation of 27% of the global cost of Measure, according to the operation regime and characteristics of device;

Fluorescent Lamps T5 instead of Fluorescent Lamps T8

This measure was approved by the ERSE and the objective was to install lamps with high efficiency fluorescent bulbs instead of T8 fluorescent lighting, through direct exchange, allowing a reduction of about 65% of electric energy consumption and associated CO2 emissions, as well as a significant reduction in maintenance costs.

There is also the objective of promoting and disseminating good practices of Energy Efficiency in the Industrial & Agricultural segment.

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Goal of replacing existing lighting;

Light flow regulators

This measure was approved by the ERSE and the objective was to install Voltage Regulators in lighting systems, allowing a reduction of about 30% of electric energy consumption and in associated CO2 emissions, as well as a significant reduction in maintenance costs. This technology also allows to reduce the consumption of reactive power.

It is important to highlight that in addition to direct savings, there are also indirect benefits that result from the application of solution:
Increase of bulb lifetime;
Reduction of maintenance/replacement costs;
Increase of the power factors, which implies an increase of energy efficiency and decrease of consumed reactive power;
Appropriate lighting resides in a solution that has low maintenance and good efficiency in terms of consumption to save time and money, and good for the environment.

This measure included the Final Measurement service after installation, to read local energy consumption before and after the use of device.

Driving Force Control Systems

Measure approved by the ERSE to install driving force control system that, through regulation of the electrical parameters in engine inlets, raise the efficiency levels of these machines, supplying only the energy that is necessary to perform the task.

This measure includes measurements to read local energy consumption before and after the use of device.

Eligibility conditions:

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Characteristics of device and of installations, and work shift, that allow to achieve intended levels of energy savings;
  • Industrial companies that have driving force machinery that operate continuously with partial load, and that produce work for, among others: air compression (specially reciprocating compressors), refrigeration, transport, pressing, plastic injection, moulds, injection moulding, milling, sawing, cutting, granulation, pumping, mixing, etc.
  • The Limit of registry in MINIMIS support cannot be surpassed;

PPEC Contribution:

  • Co-participation of 70% of the global cost of Measure, according to the operation regime and characteristics of device;
  • Assessment of PPEC contribution, validated individually.

Condenser Batteries

Measure approved by the ERSE to implement turnkey condenser batteries with adjusted power for each facility, in companies of Industrial & Agricultural segment, with the goal of eliminating the additional consult in their electricity bill, due to the fact there is reactive power consumption during off empty periods, and to reduce global energy consumption.

The excessive consumption of reactive power produces negative effects such as instability, voltage variations and high losses due to the Joule effect. Besides that, and after certain values, it is added as a surplus cost in the electricity bill.

As extended objectives of this measure, we considered the following topics:

  • Energy saving, due to reduction of losses caused by the heating of conductors and transformers;
  • Increase of available capacity of cables and transformers;
  • Improvement of the power factor, bringing the apparent power (kVA) close to the active power (kW);
  • Reduction of the unit cost of energy;
  • Considerable improvements in exploitation conditions of power grids.

Eligibility conditions:

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Power facts below 0.93;
  • A consumption profile that allows to reach intended energy savings, and which allows each Participant to have a short period of Investment recovery;
  • Installation characteristics that do not constitute an obstacle to the installation of proposed device;
  • The Limit of registry in MINIMIS support cannot be surpassed;

  • Co-participation of 21% of the global cost of Measure, according to the operation regime and characteristics of device;

Frequency Inverters

Measure approved by the ERSE that intends to install frequency inverters in AC induction motors, that transform industrial electric energy frequency into variable frequency, in order to change the speed of motors.

The main advantages of installing frequency converters in AC motors, are:

  • Improvement of energy efficiency, specially in dynamic control;
  • Improvement of wave shape, reducing noise in motor and, consequently, the energetic losses;
  • Improvement of the control process and, therefore, the product quality;
  • Providing a power factor (cos Φ) that is very close to the unit;
  • Easiness in controlling several motors;
  • Over-current and Over-voltage protection for motors.

Before selection and installation of converters, we will perform energy audits to potential users, in order to suggest the most efficient solution for each participant.

  • Economic Categories Classification (C.A.E. - Código de Classificação das Actividades Económicas) of the Industrial and Agricultural segment;
  • Motors that need to operate at variable voltage;
  • A consumption profile that allows to reach intended energy savings, and which allows each Participant to have a short period of Investment recovery;
  • The Limit of registry in MINIMIS support cannot be surpassed;

PPEC Contribution:

  • Co-participation of 53% of the global cost of Measure, according to the operation regime and characteristics of device;
  • Assessment of PPEC contribution, validated individually.

Residential LED bulbs

This Intangible Measure consists in the installation of 30.000 high efficiency LED bulbs instead of standard dichroic halogen bulbs, in the Residential segment, via direct exchange, allowing more than 85% of reduction in electric power consumption and in CO2 emissions, as well as a significant reduction in maintenance costs.

There is also the objective of promoting and disseminating good practices of Energy Efficiency, to general public.

Eligibility conditions:

  • Families and residential complexes, located in Portugal and Madeira and Azores Islands, that have flats or apartment buildings that use standard dichroic halogen lighting;
  • Goal of replacing existing lighting;
